Black Mothers Blooming will provide a monthly, reparative gift of $1,000 for four years to 50 low to moderate-income Black mothers, or women-identifying caregivers residing in Charlottesville or Albemarle County. 

The gift is unrestricted and may be used by the recipient for whatever purposes they choose. These funds are considered gifts and are not taxable. Participants will be chosen at random through a lottery system. 

To be eligible, applicants must:

  • Identify as a Black and African-American woman. 
  • Must be 18 years old or above to be eligible.
  • Have physical custody of one or more children ten years of age or under as of October 1, 2024, predominantly in your care.
  • Have a permanent and verifiable residence in the City of Charlottesville or the County of Albemarle at the time of application.
  • Have a household income up to, but not exceeding 100% Area Median Income, according to the 2024 HUD eligibility guidelines listed below:
